According to the World Economic Forum's fifth and final Lisbon Review released May 9, 2010, the European Union failed to meet the far-reaching goals set in the Lisbon agenda.
This review has biennially assessed the performance of the 27 EU Members, but also the competitive performance of EU candidates and potential candidate countries. The eight dimension measured were: 1. Creating an information society for all 2. Developing a European area for innovation and R&D 3. Liberalisation (completing the Single Market; state aid and competition policy) 4. Building network industries 5. Creating efficient and integrated financial services 6. Improving the enterprise environment 7. Increasing social inclusion 8. Enhancing sustainable development The Nordic countries top the list and it is especially notable that they are the strongest European performers in the area of innovation.
Measured on the final index Croatia outperformed Poland, Italy, Romania and Bulgaria and is second only to Montenegro among the 11 Non-EU Eastern European Countries. In the field of Innovation and R&D Croatia also holds the 2nd place (after Ukraine) among the EU candidates and potential candidates and its score is better than EU Member Bulgaria's.
